OEC Program

Susan Swapp-Trueblood, Program Supervisor

If you ARE NOT using the Hybrid Refresher, simply register your refresher as

 OEC Refresher B

and close the course the same as you have done in the past.

I am NOT advocating for either the traditional refresher or for the Hybrid — do whatever works best for you and for your patrol.

The instructor guide for this year’s refresher is posted  on the NSP website NOW, under “Instructor Resources”.  It is entitled RSW_15_print_FINAL.pdf.

They are REQUIRING patrollers to complete that workbook and turn it in at the refresher, but I don’t know how they will ever know if that occurs or not.

YOU ARE NOT REQUIRED TO SCHEDULE A SEPERATE INTRUCTOR REFRESHER.  YOU JUST NEED TO MAKE SURE THAT ALL INSTRUCTORS COMPLETE ALL OF THE STATIONS AND DEMONSTRATE ALL OF THE SKILLS BEFORE YOU GIVE THEM CREDIT FOR A REFRESHER. SOME PATROLS DO THIS BY SCHEDULING AN INSTRUCTOR REFRESHER AND THERE USED TO BE A COURSE ENTITLED ‘INSTRUCTOR REFREHSER’, BUT THERE ISN’T SUCH A COURSE ANY MORE.  I MENTIONED THIS BECAUSE PEOPLE WERE ASKING ME ABOUT IT.   YOU CAN SATISFY THIS REQUIREMENT BY SCHEDULING A SEPARATE REFRESHER JUST FOR THE INSTRUCTORS OR YOU CAN HAVE THEM ATTEND ANOTHER REFRESHER, OR BY CYCLING THEM THROUGH OTHER STATIONS DURING YOUR REGULAR REFRESHER IF YOU HAVE ENOUGH INSTRUCTORS TO COVER ALL THE STATIONS WHILE THEY ARE DOING THAT.

Send your completion records in the same way you always have.  Kindly send me a copy so I can help if/when there are problems with recording it at National.

BEFORE YOU SELECT HYBRID REFRESHER, READ AND UNDERSTAND THIS MESSAGE!

To get credit for this year’s refresher, a patroller must completely satisfy one of the following requirements:
1. Complete a TRADITIONAL refresher
OR
2. Complete BOTH THE ‘MOUNTAIN PORTION’ and the ‘ON-LINE PORTION’ of this year’s refresher. (The “Mountain Portion” is the Hands-On part of the OEC refresher – nothing to do with the on-the-hill refresher.)

If a patroller completes only the “Mountain Portion” of a hybrid OEC refresher this year (and not the on-line portion), then s/he WILL NOT GET CREDIT FOR COMPLETING THIS YEAR’S REFRESHER AND S/HE WILL END UP ON THE DELINQUENT LIST.
The Instructor of Record (IOR) submits a Course Completion Record (CCR) for any Traditional Refresher s/he runs and for any “Mountain Portion” of a hybrid refresher for this year’s refresher courses.

Even though s/he registers the on-line portion of the hybrid refresher, s/he DOES NOT SUBMIT A CCR FOR THE ON-LINE PORTION OF THE HYBRID REFRESHER, and moreover, s/he has no power to influence who gets credit for the on-line portion of the hybrid refresher now or at any time in the future.

The company delivering the on-line portion of this year’s refresher records participation, and they will ultimately send the equivalent of the CCR for the on-line portion of this year’s refresher to National. If a patroller does not show credit for completing the on-line portion of the hybrid refresher (and s/he participated in the mountain portion of a hybrid refresher), then s/he will be delinquent in OEC refreshers and the only solution to the problem will likely be participation in a separate traditional (make-up) refresher for Cycle B.

It is absolutely imperative that all instructors and all patrollers fully understand this issue if they plan to participate in a hybrid refresher. Please let me know immediately if any of this is unclear, and/or if you have additional questions about this issue.

Best wishes for the last days of summer.
